Hurricane warning
A hurricane warning is issued when a tropical storm is highly expected to develop into a "hurricane".
In other words,when winds increase to 74 mph or 118 km/h or higher, then we talking about a "Hurricane".
When the storm is expected to landfall in a coastal area within 24 hours or less, they try to warn people for the approaching danger, so they can make all necessary arrangements.
In the US coastal areas were the severe storm would suppose to landfall, flags are indicating the danger. The flags are two square red flags with a black square in the middle.
Hurricane watchers are not making a warning very lightly. Although, making a prediction of a track of a storm is already difficult, predict that the storm will increase in a hurricane is another tough mission.
A hurricane warning can remain in effect when dangerously exceptionally high waves continues , even though the winds may have subsided below hurricane intensity. As an example of such a threat was the hurricane "Katrina". Although there were water borders to keep the water out side the city of New Orleans, high waves have over flooded the water borders, over flooding certain parts of New Orleans, with disaster as a result.
Storm watchers
If they ( the hurricane watchers) make too many mistakes of whatever kind, people will start too ignore the hurricane warnings and instead of evacuating they stay home, on a really bad moment.
In some countries like Haiti, Caribbean Isles, Cuba,... they don't have much choice then to stay home, and make all the necessary arrangements hoping for the best.
The highest danger comes from storms with a category 5. When a storm is coming close to land and has increased to hurricane cat3, when the chances are high that the storm hits your area, then if possible,the best thing to do is evacuate. Again, I know that this can be a though decision to make, but life is more worth than goods, if you ask me.
